The work session has no significant agenda items and will mainly be to talk about items on the regular session agenda.
In our regular session, we’ll have the usual review of past city council meeting minutes, along with a review of city expenses and surplus property.
We have some recognitions and appointments. We’ll recognize Jon Hepworth as our employee of the month. We’ll have an update from the Chamber of Commerce. And lastly we’ll have an appointment of Kale Smith to the RAP Tax Committee.

Highlighting the first 3 resolutions: The first one is an agreement to have Utah County continue to administer our upcoming local election. The second one is to accept a grant to help fund work related to our general plan. The third is a proposal by the Church of Jesus Christ of Latter-day Saints for the City to jointly support a community initiative known as My Hometown that helps provide community resources and service projects in local communities.

In the work session, we’ll have a few discussions on possible partnerships and code changes.
In our regular session, we’ll have the usual review of past city council meeting minutes, along with a review of city expenses. We also have an out of state training request from Fire Department Chief Lind for the International Association of Arson Investigators’ annual training.
In the “Recognitions, Appointments, & Public Forum” section of our regular sessions, we’ll have a business spotlight highlighting Murdock Ford and we’ll have an appointment of Ramesus Johnson to the Community Service Board.
We have a budget amendment with a formal public hearing. Please see the agenda packet for the regular session for the detailed information regarding the budget amendment. The budget amendment includes among other things: recognizing additional income from interest earnings (money sitting in the bank), police donations and expenses, and expenses relating to seniors programming.
There is a resolution to use a grant we received from Utah Division of Water Resources (DWRe) to fund work to pay for professional services in helping to update our General Plan to include a Water Use Element. The professional services expense does not exceed the grant Santaquin City received.
There is a Memorandum Of Understanding (MOU) on the agenda regarding Comcast of Wasatch, Inc. acknowledging that the construction and installation of infrastructure has an impact on city resources related to permitting, and will provide funding in the amount of $10,000 per month for an initial period of
six months, and possibly longer on a month-to-month basis, to allow Santaquin City to increase temporary staffing to support the additional permitting requests.
There are two ordinances on the regular agenda. One of the requests is to change Commercial Gym parking requirements in our City Code. This was something that was brought up in Planning Commission last week. I’m supportive of discussing with City Council ways in which we can reasonably amend city code to enable businesses, like a gyms, to open shop in Santaquin. The other ordinance on the agenda is a code amendment to permit detached ADUs in the R-15 Residential Zone; this is something I’ve commented on in the past and am extremely supportive of, as this is a great way to enable affordable housing in our community and provide opportunities for property owners.
The last item of business in the regular session is a purchase agreement to approve between Santaquin City’s Community Development Renewal Agency and a company called Precision Millwork for a property in the Industrial Park the City is developing on the North part of Summit Ridge by Main Street. It’s always great to see businesses interested in investing here in Santaquin. Both sessions will be fairly uneventful, as there isn’t much out of the normal routine.
In the work session, we’ll have a presentation on Republic Services; the city contracts with them for garbage services. We’ll then have a discussion about the “What Do You Love About Santaquin” contest. This year, or the next, (I can’t remember) is the 10th year of this contest, and there is some discussion on what we can do to celebrate this. For those who aren’t familiar, the City hosts a Photo Contest which collects beautiful images of our area from residents that the city can use in our publications; each month residents can submit their photos and win prizes. It’s also a great way to celebrate Santaquin.
In our regular session, we’ll have the usual review of past city council meeting minutes, along with a review of city expenses. Agenda item 6 on the regular session is a surplus of city property. We’ll then recognize Keela Goudy as the February Volunteer of the Month. This recognition is well deserved.
The last agenda item will be reviewing and approving participation in the Cooperative Wildfire System in 2025. The City often agrees to co-ops or similar arrangements where we can share and pool our resources with other municipalities and local government bodies to help meet the needs of our community and those around is.

The work session will be pretty simple. We’ll start with an informational presentation (Central Utah Water Conservancy District (CUWCD) Informational Presentation). Then we’ll have a discussion on the Cherry Hill Farms Trail; to be quite frank, I do not know what this is, but interested in learning more in the work session. We’ll then finish off by going over the regular session’s agenda and discussing anything we might want to talk about.

One item of note in this regular session is agenda item #6, a discussion and possible action on an annexation petition. See pages 17 & 18 of the regular session agenda packet for more information on the exact location of the annexation request. The serial number for the property is “29:037:0052”. We’ll then review and vote on a contract for architectural services for the cemetery building and recreation activity building (agenda item 7).
Agenda item 8 is a proposed update to the employee handbook regarding fire department employee overtime.
There are then three ordinances to vote on:
Ordinance 02-01-2025 - Water Dedication Policy Update
Our current city code requires that water must be dedicated to Santaquin City upon development (think neighborhoods and such). This proposed ordinance would modify the current water dedication policy by removing the option of allowing for a payment of 100% of money-in-lieu of water dedication to allowing a maximum of 50% money-in-lieu of water payment and then requiring a minimum of 50% water dedication. I believe this will be a good modification to ensure that Santaquin’s water needs are met as we grow.
Ordinance 02-02-2025 - Setback Tables & Figures Code Amendment
In this ordinance, from the discussion in Planning Commission on January 28, 2025, it looks like actual setbacks aren’t being changed, but the code is being reorganized with additional tables and better communication in the code. There are some changes to the code regarding landscaping, but it all appears reasonable, and comes with a recommendation from Planning Commission.
Ordinance 02-03-2025 - General Plan Amendment to Moderate Incoming Housing
The Utah State Legislature mandates that cities update their Moderate-Income Housing Plan. This is a requirement of the state. The state gives us options to choose from to make our city strategy. There is a lot to this plan, and I encourage you to read through it if you are interested. One item of note is something I have advocated to city staff, which is including allowing ADUs in R-15 zone. This is something that I’ve heard from multiple residents in that zone, that they are interested in building an ADU, and I’ve advocated in City Council and asked staff to include this; so this is a really good part of the plan that will benefit residents in R-15 zone.
The last item in the regular session is fairly routine, but it is a contract with Enbridge for gas utility work in the industrial park the city is developing.

The work session will be pretty simple, mostly going over the regular session's agenda items for discussion. One item of interest is we will have a Fiscal Year 2024-2025 Budget & Financial Update. This update will be important as in February we have our budget retreat, which the public is invited to attend, where our city's directors and city council will gather to prioritize and discuss the upcoming fiscal year's budget.
During the regular session, we'll start out reviewing past city council meeting minutes and then review city expenditures. We'll then recognize Chelsea Rowley, who is our 2024 photo contest winner (learn more here: https://www.santaquin.gov/community/page/photo-contest). We'll also review and vote on a budget amendment. This amendment involves recognizing generous donations people have made to support our Police Officers and also recognizing a transfer of funds to complete our Orchard Hills ballfield lights project. Speaking of the Orchard Hills ballfield lights, city staff reached out to multiple contractors for the installation and the lowest bid came back at $188,600.00; adding lights at our parks extends the time we can use our parks (including ballfields). City council will be reviewing and possibly approving this contract to install lights at the ballfield.
There are two ordinances in the regular session.
The first ordinance on the agenda is a rezone of Approximately 2 Acres (Peter Rabbit Springs) from the Public Facilities (PF) Zone to the Residential (R-12) Zone. The rezone proposal is related to the approval of the Scenic Ridge Estates Development Agreement, which city council approved on November 19, 2024. In the development agreement, the developer provided the City with approximately 5 acres within the Scenic Ridge Development for a debris basin, while the City granted the developer the two acres that are being proposed to be rezoned.
The second ordinance on the agenda is an update of Santaquin City standards and specifications to be in line with modifications to Utah State Code.
The last item on the regular session's agenda is regarding an amendment to the purchase agreement relating to Santaquin City's industrial park.

During the work session, we’ll have a presentation from Spanish Fork Hospital, a city update of the first quarter of the fiscal year, a recognition of our Fire Chief, and then a report with an update on the City’s Community Development & Renewal Agency. At the end, we’ll go over the regular session’s agenda.
During the regular session, some notable items include: a budget amendment, a development agreement for a development on the east bench, a resolution to ratify work being done as part of the Main Street construction, and some proposed ordinance changes.
The budget amendment includes changes that reflect continued investment in our water and sewer infrastructure as well as funding for a recreation facility expansion.
In regards to the development agreement for the Scenic Ridge Estates Development, City staff and Mayor Olson have worked on this for some time. Careful consideration has gone into this, and the city will benefit from this in multiple ways, including construction of a debris basin and conveyance channel, as well as dedicated open space and trails that will connect to the mountains.

This week’s city council meetings will be interesting. I’d recommend tuning into both the work session (5:30 p.m.) along with the regular session (7:00 p.m.).
During the work session, our amazing youth city council will introduce themselves. We’ll also get an update on the proposed annexation of the Mulberry development (the unincorporated area east of Orchard Hills on the East Bench). I am assuming we’ll have a visit from the developers petitioning this annexation. They’ve taken feedback from city council and we’ll get an update on the proposal.
During the work session, we’ll also get an update and discuss a proposed recreation activity building. This would be a structure similar to a pole barn that would be somewhat attached to the current recreation building by the rodeo grounds. The proposal sounds promising and has been discussed multiple times in previous meetings (community services board, city council meetings, and RAP tax board meetings).
Some things to highlight from the regular city council session are the volunteer of the month, some of the resolutions, and a real property purchase agreement for one of the lots in the City’s industrial park.
David Harris is our volunteer of the month and currently serves as chair of the community services board and a board member of the RAP tax; I’m extremely grateful for David and all he has done for our city.
Agenda item 9 is a renewal of the contract with our community services director. I’ve had the privilege of working with John Bradley, and I am extremely grateful for all the work he has done to improve our city’s community services.
Agenda item 12 is the purchase agreement for one of our lots (lot 9) in the City’s industrial park. Mayor Dan Olson, along with City Staff, has made this industrial park a reality, of which I am extremely grateful. Past and present city councils have supported this development. This is city land that has been developed into an industrial park, and lots are being sold. Not only has this industrial park development paid for itself and now will bring in additional funds for our city, this development brings in great businesses, local jobs, and additional property tax dollars. For those interested in the location of this industrial park development, this is the development on the north end of Summit Ridge where it meets Highway 6.

This week’s city council meeting seems like it will be a fairly straightforward meeting. As always, we start out reviewing and approving city expenditures. We’ll then address a resolution to surplus property the city that no longer has any use by the city.
This meeting we will have an opportunity to recognize some amazing Santaquin residents who contribute so much to our community.
The last item in the regular session is reviewing an amendment to a contract for work on our water reclamation facility. I’m grateful for past and present councils, in addition to staff, that continually review our infrastructure needs and make investments for our future.
In our work session meeting (at 5:30pm, before the regular session meeting), we will be hearing from our Community Services department regarding a library award and a grant. We’ll also be discussing a possible annexation on the East Bench. Annexations have big impact, and this is a continuation of past discussions City Council has had regarding the Mulberry Farms Annexation petition.

The CLM Zone Amendment item that was removed from last Council meetings is now on this agenda. I'm optimistic about this zone change and the benefits the community will have as a result of this zone change. There is another item on the agenda that I've gotten multiple inquiries about and want to make sure to highlight: Agenda Item 9, which rezones City-owned property to PF Zone (Public Facility). Many residents have received notices in the mail about these changes, many due to their proximity to a city park. Throughout the city, the city owns property for multiple purposes, many of them being public parks. In an effort to align our zoning better with its intended uses, these properties are being rezoned as a newer zone, Public Facility Zone. For the parks being rezoned, nothing is changing in terms of use with those parks, but I view this more as more of an organizational/clerical change to better align zones with property purposes. Many of those parks being rezoned had residential zoning, even though there was no intention and is no intention to build residences on them; changing the zoning to public facility zone will align more with its purpose as a park. The City is rezoning City-owned property in batches, and so you will probably see more of this in future agendas.
